Lieutenant Colonel Frank Archer is a man who thoroughly enjoys war and all his actions are aimed towards preparing for the next one. He is in charge of the military court. He lost his limbs/almost half his body from all the wars. Now he is cyborgnetic.
For those who watch the anime on Adult Swim may have only seen him very little on be half he just apeared. But for others who may watch Japanese videos or read the manga should know him pretty well.
